IRRS-Shortwave evening CET frequency change

Hi all Listeners,

Please notice that we will have an immediate  frequency change for our
evening CET slot each Fri, Sat & Sun effective Nov. 13, 2009.
We are dropping temporarily 7290 kHz in favour of what may be a cleaner frequency.
Don't forget that lower frequency bands that allow for propagation within 1-4,000
km during darkness are extremely congested here in EU due to the low sunspots,
so many stations are fighting on top of each other :-(

All other times and frequencies remains unchanged.

So please take a note that as of Friday Nov 13, 2009 we will be on 6170 kHz
from 1900-2100 UTC/GMT (Fri, Sat & Sun) and tune into our programs.

Please send your reception reports by email to:

  reports (at) nexus (dot) org

Although we cannot guarantee a QSL to each of you, we will reply to everyone
by email, and we will greatly appreciate hearing that "there is someone
listening out-there" on our new frequency next week-end. Updated frequency
and program schedules are on our web site at:

Information and Broadcasting Minister Ambika Soni said on Friday that efforts are on to evolvean independent, autonomous and credible mechanism to look into the issue of broadcast regulation.

Addressing the first meeting of the newly constituted Consultative Committee of the Members of Parliament attached to her Ministry, she said the draft guidelines for Phase III of FM radio services had been drawn up for consideration of the Cabinet after consultations with the Telecom Regulatory Authority of India (TRAI). The Ministry was laying adequate stress on popularizing the Community Radio service, she added.

She also said the proposal for ensuring digitalization of cable services to address issues such as visibility and carriage fees and introducing Head End in the Sky (HITS) Policy had been placed before the Cabinet for approval.

UK based United Radio launches India operations

London headquartered United Radio today became the first international radio consultancy company to set up an office in India. Indian radio stations can now look to the international experience to improve their ratings and increase their revenues.

The company aims to provide its services to the existing operators, investors, government and the regulatory bodies. United Radio has been the consultant to Malayalam Manorma's Radio Mango and Radio City for their programming and music strategies in the past.

The focus of the company will be on creating new programming formats, setting up newsrooms and providing training to existing operators. It will also provide business planning and support services to the new entrants in the radio business, following the likely announcement of the Phase III of FM licensing in India early next year, as indicated by the Minister of Information and Broadcasting Ambika Soni at the India Economic Summit of the World Economic Forum on 9 November 2009.

United Radio is also in talks with several companies in India to set up India's first Radio News agency, which will provide content for news and current affair activities either directly to radio stations or through All India Radio. The Ministry of Information and Broadcasting is considering allowing news broadcasts to private FM radio stations.

The Indian operations of the company will be headed by Sunil Kumar, a leading consultant in the Indian radio industry. Kumar has advised the Bhaskar Group, the Muthoot Group, Lokmat Publications, Neutral Publishing, CCL Media and several other promoters of radio companies in India. Kumar has also headed the radio businesses of Mid-Day Multimedia and Zee Telefilms.

Explaining the scope of services to be offered by United Radio in India, Director and Senior Partner Paul Chantler says, "Our services will supplement the experience Indian operators have gathered over the last three years. We bring to India the knowledge and insights of the UK radio industry which is nearly 30 years old and has seen virtually every phase of market development. United Radio partners have worked for almost all the large radio companies in the UK. Between us we also have the experience of working with the country's regulatory authority, Ofcom, and the public service broadcaster, the BBC. Here too we would like to approach the regulator, the public broadcaster and other stakeholders to offer our services."

Indian partner Sunil Kumar states, "The knowledge and experience that United Radio brings from radio businesses across the UK, Europe, the Middle East and Asia will work as a catalyst for the growth for our relatively young Indian market. We'll combine this experience with our in-depth understanding of the media behaviour of the Indian audiences at all geographic, social and economic levels to offer our clients innovative programming strategies, training, format solutions and well defined tactical products. We have developed some exciting India specific services and solutions, which we'll announce soon."

United Radio will also work as an interface between investors in the UK who are considering investment in India's radio industry, which is expected to grow a CAGR of 14.2 percent over 2009-13 and reach a size of £210 million (Rs.1630 crores) by 2013, according to a FICCI-KPMG study.

The BBC's news service in Turkish, BBC Turkçe, marks its 70 years of broadcasting on Friday 20 November with a special event looking at the future of news.  A multimedia co-production with the BBC's partner in Turkey, NTV, Future of News is a televised debate co-presented by the BBC's David Eades and NTV's Banu Güven.

The panel discussion with invited audience debates the effect on news of various global challenges, from new technologies to economic pressures.  The BBC-NTV debate also questions whether there is a contradiction between the increasing power of the individual to use the internet for self-expression on the one hand, and the state's instinct to put this freedom under control on the other.

Recorded on Monday 16 November at an NTV studio in Istanbul, the televised debate also runs across the BBC Turkçe and NTV radio and online outputs.  It will also be available via the YouTube channel where BBC Turkçe is launching its content in time for the anniversary (YouTube.com/bbcturkce).  Audiences are invited to text, email or 'twitter' their questions and comments to BBC Turkçe and NTV.

Panellists include:

  * Steve Herrmann, Editor, BBC News website
  * John Owen, Professor of International Journalism and Media Consultant
  * Stewart Purvis, Partner, Content and Standards, Ofcom, the regulator for the UK communications industries;
  * Sadeq Saba, Head, BBC Persian
  * Haluk ?ahin, Columnist, Broadcaster and Lecturer
  * Ahmet Ye?ıltepe, Editor-in-Chief, ntvmsnbc.com

Hüseyin Sükan, Head of BBC Turkçe, says:  "When the BBC began broadcasting in Turkish 70 years ago, the future of news seemed clear. But is it now? As we engage the panel and the audience in a conversation about the future of news, we ask if the traditional media will survive or if, to do so, they need to transform; if reputations will still matter in the emerging media markets or if chances to success are more or less the same for anyone.  We also ask if regulators can shut off 'unwanted' new-media information flow - or if this information will find its way through all kinds of barriers.  It's going to be an interesting discussion, and we are looking forward to engaging with our audience, whichever platform they are using to connect with us."

Launched on 20 November 1939, BBC Turkçe has established itself among Turkish-speaking audiences as a trusted and respected news service, placing events and developments in Turkey and the region in the global context.  Today, BBC Turkçe has evolved into a multimedia operation, offering news, information and analysis on radio, online, mobile phones - and television, with Dünya Gündemi, the news and current-affairs programme broadcast by NTV.  Alongside radio and online partnership with NTV, the BBC Turkçe online news content on bbcturkce.com is also available on the Hurriyet and Haberturk websites.

BBC Turkçe is a multimedia service which offers its audiences news, information, reviews and analysis, placing events and developments in Turkey and the region in the global context.  The radio programmes are broadcast nationally in Turkey at 07.00 and 18.00 Turkish Time on weekdays, 18.00 on Saturdays, and 11.00 and 18.00 on Sundays via the partner NTV Radyo.  The BBC Turkçe TV news and current-affairs programme, Dünya Gündemi, features three times a week on the NTV news channel.  The BBC Turkçe website, bbcturkce.com, offers news and analysis in text, audio and video, and can be accessed via mobile phones and via a range of partner websites.

In the face of ongoing pressure and harassment from authorities, RFE/RL's
Azerbaijani Service has won an AIB Award for its coverage of Azerbaijan's
controversial March referendum.

Friday, November 06, 2009
RFE/RL

(PRAGUE, Czech Republic -- November 5, 2009) In the face of ongoing
pressure and harassment from authorities, RFE/RL's Azerbaijani Service
(Radio Azadliq) has won one of journalism's most prestigious awards for its
coverage of Azerbaijan's controversial March referendum.

At a gala dinner in London last night, Radio Azadliq accepted a 2009
Association for International Broadcasting (AIB) Media Excellence Award, an
honor granted each year for "the best in broadcasting worldwide." Azadliq
took first place in the category of 'Best Radio Coverage of a Single News
Event.'

The award was given for a series of special reports from Radio Azadliq's
Baku bureau in March on a referendum to amend the Azeri constitution to
allow President Ilham Aliyev to rule for life.

"This recognition is proof that, despite the road blocks being thrown up
against us by the government, our journalists continue to do groundbreaking
work," said Radio Azadliq Director Kenan Aliyev.
This recognition is proof that, despite the road blocks being thrown up
against us by the government, our journalists continue to do groundbreaking
work

Three months before the referendum, the Azeri government forced Radio
Azadliq and other international broadcasters off the national FM airwaves in
a crackdown against independent media. The move cost the station 85% of
its audience, as Azeris today can access Azadliq's award-winning
programming only via shortwave, satellite radio, and the Internet.

On the day of the vote, Azadliq's journalists fanned out at polling stations
across the country and discovered widespread violations of electoral
procedure. They followed up with election commissions, pressing officials for
explanations about irregularities. They also recruited "citizen journalists" to
document their experiences at polling sites. One reporter managed to obtain
a video of ballot stuffing.

"Thanks to this brave reporting, our Azeri listeners not only heard
descriptions of electoral fraud - they saw the faces and heard the voices of
the people involved," said Aliyev. "The AIB Award is a great honor,
especially on the heels of last week's Rafto Prize given to Malahat Nasibova
for her reporting on human rights abuses in Azerbaijan's Nakhichevan
province."

AIB officials praised Radio Azadliq, recognizing that RFE/RL journalists
"face some tough hurdles in trying to reach into countries where the press is
not as free as it should be." The corresponding award for a television
broadcast went to BBC's Persian TV for its coverage of the Iranian elections.

About RFE/RL's Azerbaijani Service
For more than 50 years, RFE/RL's Azerbaijani Service (Radio Azadliq) has
operated within a challenging media environment as a dependable source of
professional, independent, and up-to-the minute information and news.
Broadcasting for 10 hours each day, Radio Azadliq puts the values of
democracy and independence firmly at the center of its mission and is one
of the country's most respected news sources.

RTÉ HAS retained its hold on the 10 most listened to radio shows in the
State, according to the latest JNLR/TNSmrbi listenership figures released yesterday.
Eight of its 10 most popular programmes saw increases in listenership in the period
from October 2008 to September 2009, when compared with July 2008 to June 2009.
Its flagship programme Morning Ireland has continued its upward trajectory, with
467,000 now tuning in to the morning news show. Joe Duffy's Liveline saw a drop in
listeners of 3,000 after a lengthy period of continuous gains, but it remains the
second most listened to show.
Marian Finucane saw strong gains for her Saturday and Sunday shows, while Ryan
Tubridy's morning show gained 13,000 listeners. Miriam O'Callaghan's radio debut
with her Miriam Meets . . . show has been well received, according to the latest figures,
but it will be some time before her exact listenership is established, due to the way
the figures are calculated.
She took over the Saturday morning Conversations with Eamon Dunphy slot in July of
this year and this time slot saw a dramatic increase of 23,000 listeners when the October
2008–September 2009 period was compared with July 2008-June 2009. She moved to a
Sunday morning slot in September.
RTÉ managing director Radio Clare Duignan said RTÉ Radio now had 18 of the top 20
radio programmes.
She highlighted Gerry Ryan's gain of 3,000 listeners and said RTÉ 2fm was "fighting back,
and no better man to lead that assault than Gerry Ryan".
Today FM said it was a "red letter day" for the independent station as it had overtaken 2FM
in daily market share for the first time. Today FM's market share increased by 0.1 per cent
to 10.7 per cent, while 2FM's dropped by 0.4 per cent to 10.5 per cent.
Today FM chief executive Willie O'Reilly said overtaking 2FM was "probably the most
significant business achievement in Today FM's recent history".
Ray D'Arcy's team was celebrating at the station with 246,000 listeners – an increase of
11,000 since the last results in August. His is the most listened to show on the independent
station.
There was bad news for his colleague Matt Cooper, who saw the gap widen between his
Last Word evening show and RTÉ's Drivetime . He had 190,000 listeners in this survey,
compared with 256,000 listeners for Mary Wilson's show. She said she was "thrilled" with
the news. "This is my fourth season on Drivetime and since 2007 we've really turned the show
around."
There was also good news for Newstalk's drive-time show – The Right Hook, presented by
George Hook, gained 2,000 listeners on the previous survey, giving him a listenership of
112,000. Lunchtime with Eamon Keane gained an extra 6,000 listeners, bringing its listenership
to 68,000, while its breakfast show, presented by Claire Byrne and Ivan Yates, gained
4,000 listeners.
The survey results indicate that 87 per cent of the adult population listen to the radio on a
daily basis – an increase of 1 per cent on the previous survey. Listenership to multi-city,
regional or local radio increased by 1 per cent to 57 per cent over this period. Donegal's
Highland Radio continues to have the largest market share of any local radio station, at
65.9 per cent, followed by Tipp FM, Radio Kerry and Mid West Radio.
